Fiscal Conservatism, i.e. 'starving granny' and cutting budgets and imposing austerity is not why conservatism as an ideology exists. In fact, conservatism as a tradition predates fiscal conservatism:

https://en.wikipedia.org/wiki/National_conservatism

National Conservatism is the true successor to original conservatism, i.e toryism:

https://en.wikipedia.org/wiki/Traditionalist_conservatism

Whigs (free market religionists) were always a centrist ideology, not a conservative one.

Even the NR recognizes National Conservatism:

I'm pretty sure Edmund Burke wouldn't be voting for Trump, the populist demagogue, in this election.

Burke never called himself a conservative. He was a whig. The term 'consevative' was actually coined by the monarchist Chateaubriand.

Who cares? Fiscal and not national conservatism is the unifying ideology of the Republican Party, which is why a part of the story of this election has been Trump's gradual bending, in his rhetoric, to Republican economic orthodoxy.

If you read the NR piece, from the former editor of the NR in the 90s, you'll see that national conservatism was one of the main legs of the modern Republican coalition, that is before the neocons took over under W.
