All candidates with access to enough EV's and who the public wants to see in the debate. I don't think the correct poll question is "If the election were held today, which candidate would you vote for?" to determine debate participation. Why not instead, "Would you like to see this candidate in the debates?" Johnson has a majority, and Stein a plurality on that.
