It will hurt Trump by making him look petty, especially if he brings it up.  Nothing made the Clintons more popular than the circus show the Republicans put on in the late 90s.  The only way it hurts Hillary is if she lets it get under her skin, but since Trump told her it's coming, she should be prepared.
