I agree. Why exactly should the state fully reimburse? As it says, they already reimburse up to 75% of the costs. That's a very significant amount. I don't understand why local resources can't at least partially be used here.

I mean come on now. I'd really like a good reason why it's so important for the state general fund to cover every last dime.

It's the same reason we buck so many local costs, such as the National Beach Subsidies (aka beach renourishment and the National Flood Insurance Program), to the Federal Government.

Back to the point of the original discussion, it has been mentioned that 75% is already paid by the state. Some of Brown's choices on what to sign are a bit strange at times, but I understand this one.
