The Gulf War puts down Bush Sr. very significantly, as do the various illegal activities (such as Iran-Contra - as well as lesser known)  in the Reagan-HW White House. If I were ranking solely on economic policy, then Thatcher would be dead last, of course.

Thatcher had the falklands war, support for apartheid south Africa, support for Pinochet. Her  in NI, and the Irish hunger strike, and her response to it, was atrocious, causing widespread rioting and brutality by loyalists, and police brutality in UK for working class communities, especially the miners, who were led by Maggie Thatcher.

Hmmm, reminds me, should put Thatcher below W.Bush, but am conflicted as he caused the next financial crisis with tax cuts, more deregulation, and an even more disastrous foreign policy.

Yeah, Thatcher comes very close to being a world-historical force for evil in a way that really can't be claimed of any of the others.

On second thought, your right. I had almost forgotten about her terrible Irish policy.

1. What was wrong with the Falklands war? It was merely defending a British territory (the islands themselves want to be British, fwiw) aagainst a fairly nasty dictatorship that only started the war because things were so bad back home.
2. I'll give you the hunger strikes - but remember that it was Merlyn Rees, a Labour NI Secretary, who abolished Special Category Status. Also, Thatcher wasn't too keen a friend of the loyalists, either. Look up the Anglo-Irish Agreement.
3. Yes, the mines policy was awful (though Scargill was awful too).
