I say FDR easily as not only was he better on domestic policy he was also better in managing the war and foreign policy.

FDR is one of my favourite world leaders ever, so obviously he gets my vote. With that said, I do believe Churchill was a great leader during WWII and absolutely a necessary and vital part of the Allies winning the war in Europe.
