Kind of ridiculous to use municipalities as a way to measure this; Manchester is rather larger than quite a few cities higher up on the list and the inclusion of e.g. Wakefield (most of which is made up of old mining towns; the city takes up less than a quarter of the population of the district!) is risible.

I agree, but https://en.wikipedia.org/wiki/List_of_metropolitan_areas_in_Europe is a mess, with 3 vastly different estimates for each city

Yeah, same issue with the international list of course. This is better but EU-only.
