Oo, I have a half written AH called "A Revolution Delayed" in which Gingrich and Dole decide to delay the "Contract with America" until 1996 and use it as a way of tying all the House and Senate races into the Presidency.

Midterms almost always go against the incumbent party. It might not have been as effective (in terms of gaining seats in Congress) if it was a Presidential election.

some of those maps are far fetched.

clinton was unopopular, for sure.  however, in 94, the'rust belt' still had an ailing economy.  i suspect clinton could have still carried new jersey, ohio and michigan.  pennsylvania would have been a tossup.
