After visiting both, still Azerbaijan.

Yerevan>Baku

I disagree (though Yerevan is lovely too). Have you been to both?

Given that Baku is considered by many to be one of the most polluted cities in the world....the bar isnt set that high.

The surroundings are incredibly polluted but due to the wind from the Caspian Sea, the city itself is actually less polluted than Tbilisi, though yeah, Yerevan is probably less polluted than Baku (but still not good).
