   I'm wondering what state would qualify as the most deplorable, to use our likely next President's phrase, in terms of most immigration restrictionist, most American firstish, most xenophobic etc. and also on the house level.

This.  My favorite state is probably CA, and I don't consider any liberal states to be deplorable.

I disagree with Connecticut's voters a whole lot, and I think they elect a lot of rather poor politicians (Joe Lieberman, Dan Malloy), but I am firm in my opinion that it is one of the best states in the country.

Out of curiosity, I'd did check to see which state had the fewest foreign born residents and it was West Virginia (1.5%)  Montana (2.0) and Mississippi (2.2) were the next closest.  Doesn't necessarily mean they're anti-immigrant, as they really don't have anything to draw immigrants to those states.
