Obviously WV, with either the South WV District (Rahall's old district) or East KY (Hal Rogers) tops

Out of curiosity, I'd did check to see which state had the fewest foreign born residents and it was West Virginia (1.5%)  Montana (2.0) and Mississippi (2.2) were the next closest.  Doesn't necessarily mean they're anti-immigrant, as they really don't have anything to draw immigrants to those states.
