Yes, this should be a priority of intelligence services. Start hacking, find the names of anyone on the FSB payroll, and then publish all of this info in Wikileaks-esque big data dumps. Taste of their own medicine.

No, of course not.  If you know an enemy spy and the enemy doesn't know you know, then there are a lot more valuable and disruptive things you can do than simply blow their cover.
