I think that's the message they are sending. Robby Mook is extremely risk adverse when it comes to the decisions they make and they do every thing basked on the work of Elan Kriegel their data expert.

I think this is a mistake. It'd look satisfying on an electoral map but unless you want to indirectly help house candidates in Texas, it's a lot less efficient than spending money on states with competitive Senate races like Pennsylvania

The thing is, there is only so much money you can spend in the swing states before you get diminishing returns. After that threshold is reached, you need to start investing more broadly to see if anything will pay dividends.

But I thought elections were won via tweets and offending all the voter groups you need to swing in your direction and attacking Alex Baldwin and Rosie O'Donnell and mediocre, belated ad buys and having no GOTV operation and giving disastrous debate performances and surrounding yourself with an inept campaign team???

I always thought that was a bit of a vague phrase. I don't think the Clinton camp thinks they need Texas  to win the presidency in any scenario. I also think that they have (at least close to) lexicographic preferences whereby winning the presidency supercedes all other concerns. Thus, any action taken that is about something else than the presidency ("expanding the map", helping Congressional candidates, etc) implies they think their own race is done.

For Texas to flip, the more populous Harris would have to swing considerably, as would its suburbs and the suburbs in the Metroplex (and Austin too). Travis County itself does not contain enough votes to swing Texas on its own

the last surveyusa poll showed Clinton only 4 points down in Texas. Smart move, if not to win Texas than to force Trump to spend time there.
