I wonder whether a hypothetical situation like Mosul being largely cleared of ISIS a day before the election would be a positive for the party in power (in this case, Democrats can say their policies are beating ISIS)

It's easy to take Mosul, ISIS would almost surely retreat into the desert because of American air support. It's much harder to hold Mosul

Anybody who actually cares about strategic gains against ISIL are probably voting for Clinton already. Trump voters and undecided voters want to "win" against "terrorism."

Two things.

Firstly, it wont happen by next Tuesday.

I have seen live footage of the Iraqi soldiers sitting around talking on their mobiles.

The same Iraqi soldiers who dropped their guns and ran giving up Mosul in the first place.

Human shields and boobytraps means this will take some time.

Secondly, i think Americans look at the broader picture with Syria, Russia and Iran and will vote with a larger outcome in mind.

So i dont think Mosul will figure as the political potato it's being made out to be, certainly not in this shrinking election window.

Perhaps there will be a boost if Baghdadi is randomly killed, although he hasn't reached the infamy of Mr Bin Laden.

No one voting for or thinking about voting for Trump has any idea what/where Mosul is, so it wouldn't have any effect.
