Either Ted Cruz or Mike Pence

If Ted Cruz is the winner of the Iowa caucuses then Mike Pence will come in second

If Mike Pence is the winner of the Iowa caucuses then Ted Cruz will come in second

It's fairly normal for "establishment" candidates to come in second in Iowa, just not first.

As former Columbia County WI chair for Ted Cruz I say it will be in this order-
Ted Cruz
Mike Pence
Tom Cotton
Ben Sasse
Nikki Haley
Joni Ernst
Cory Gardner
Scott Walker
Marco Rubio
Paul Ryan

Candidates who will leave before the Iowa Caucus/Primaries

Kelly Ayotte
Greg Abbott
Charlie Baker
Joe Walsh
Rand Paul

Is Iowa still relevant? The last three Iowa winners didn't get any momentum out of the caucuses and failed to win the nomination.
A very specific type of GOP candidate is very good at winning Iowa.  While the Evangelical coalition is very useful in Iowa, it alone isn't enough to win the nomination.

Cruz and Sasse seem like a solid guesses. Going a bit more outside-the-box, I'll say Ernst.

Donald J. Trump 73
"Lyin'" Rafael Tedward Cruz 15
"Heartless" Paul Ryan 7
"Traitorous" Mike Pence 5

Tom Cotton has an untimely demise.

My best guess is Cotton over Pence, Flynn, Clarke, and scattered others.

I can't wait to see your 2020 predictions crash into smithereens. Cheesy

Anyways, I don't know of percents, but I think Cotton wins, followed by Cruz, Pence, and Haslam.
