Both option are terrible but, given how badly gerrymandered congressional districts are, I'd retain the current system,

Winner-take-all is fine and probably the best available option. CD allocation is very, very trashy.

I'd prefer the CD-allocation method, provided that there are also laws to prevent gerrymandering.

Ha ha no, the House is gerrymandered. Republicans got fewer votes in 2012 but more House seats. The Republicans have gotten huge majorities without getting that big of a margin with the votes. Barring a huge wave, and even then, it is almost impossible for the Democrats to win the House. Republicans have systematically gerrymandered congressional districts across the country, and they have the power to do so since Republican controlled state legislatures get to draw the boundaries. The current system is the lesser evil.

CD-allocation is less representative right now, but considering the general trend in redistricting law, as slowly more and more states pass Fair District Amendments or give up redistricting to nonpartisan commissions, and the fact that CD-allocation would expand the map massively, CD-allocation is probably preferable.

As things stand today, winner-take-all is the lesser evil. If we actually manage to wipe out gerrymandering, I would consider moving to allocation by Congressional district in the future.

Even if we got rid of gerrymandering, it would take control off a handful of swing states and put it on a handful of swing districts.
