With O'Connor retiring, now would be a good time to find out how they are valued relatively here. Give a complete ranking of all nine justices (with ties allowed). The Condorcet ranking can then be calculated.

2-Tied) - O'Connor - Solid, rational, moderate
2-Tied) - Kennedy -  Swayed more by fact than idealogy

4) Souter - Capable of independant thought
5) Rehnquist - Gets 5th because the next 4 are so bad.

6) Breyer - utterly predictable.
7) Thomas - Utterly prediuctable, shallow

8-Tied) Stevens - New Deal idealogical activist zealot
8-Tied) Ginsburg - Limitations on the power of Government? - Jefferson was only kidding with those 10 amendments - if we read in the penumbra of the 14th, we see that 1-10 were not really passed or ratified....

How so? He's the only justice that consistently votes to uphold the original meaning of the commerce clause (including when it's conservatives who want to stretch, as seen in the marijuana case).
