He's just incompetent. Doesn't really matter considering he will almost certainly be out of a job next year.

If Trump loses, he still earns a job working for Fox News or Trump TV.
You forgot about RTVi. Comey may find there a job after being fired by Clinton.

James Comey is like a referee who makes a bad call for one team, and tries to make it up later by making a bad call for the other team.

Of course, that's if you hold the opinion that Comey should have stated Clinton broke the law in the first place.  I think his bad call in July was editorializing on his decision, thus helping Trump.  "I don't recommend prosecution."  Full stop.  That was all he should have said.  But the GOP put him under enormous pressure for his decision not to recommend prosecution, and now he's "making it up to them."

Democrats always make themselves look like total pussies dragging up Putin and Russia as a bogeyman with no evidence (or, at best, weakly circumstantial evidence) behind the assertions and no capability of following through their threats. Show us, don't tell us: call out the Russians by airing their laundry and concrete action. Russians themselves only understand faits accomplis anyway.
