-Conference Host: President Francois de la Rocque of France, and Deputy PM Pal Teleki from the Magyar Republic
-Participants: Athens Pact, Romania, Ottoman Empire, France and Magyar Republic.
-Place: Paris, France.
-Conflict: Second Balkan War.

Rules:

Simple and straight forward. You send proposals and debate them, as this conference involves only players. You are free to engage in covert actions if you wish, or leak to the world news if that seems necessary. The Athens Pact as a whole and the Magyar Republic are NPC's, I'll play and react as them.

Statement from the Ottoman delegation:

His Sacred and Imperial Majesty's Government had come to the conclusion war between the Sublime Porte and Bulgaria was an avoidable tragedy. With all intelligence that came since there it is more than likely the whole incident in the straits was a work of foreign forces that saw igniting the war as beneficial to their interests.

We believe, whatever our difficult history together is, there is at least one point of absolute agreement: we don't want to see Bulgaria as a lanching pad for any attack on Istanbul, and the Bulgarians doesn't want to see the straits as a launching pad for invasion of their country. This young century had already saw Ottoman forces marching on Sofia and the Bulgarian army approaching Istanbul.

The Athens Pact wishes to make it clear they see Romania as the biggest aggressor here, and so they expect compensation for the losses caused by the Romanian attacks on Sofia. Indeed, the Athens Pact will stand by the peace if a general peace is concluded, but should Romania not ratify a general treaty they have no qualms about fighting Romania alone.

"This is BBC News, reporting from Paris and the international conference to end the Balkan War. While to the general public talks seemed to be stagnating, it seems a great deal of maneuvering took place behind the scenes. Indeed, Deputy Prime Minister Pal Teleki of the Magyar Republic was the first to announced that the Athens Pact and the Ottoman Empire had finally reached a preliminary arrangement."

The Paris Treaty:

  • The signatory parties hereby cease all hostilities.
  • The border between the Kingdom of Bulgaria and the Ottoman Empire will remain unchanged.
  • The Kingdom of Greece agrees to redraw its border in Thrace and the Aegean Sea on the basis of the Ottoman proposal.
  • Southern Albania will be annexed to Greece as compensation in a territorial exchange. The rest of Albania will remain fully independent, but a demilitarized zone.
  • Bosnia will become a Serbian protectorate.
  • The Tsardom of Bulgaria will receive economic aid as compensation for losses suffered under the Second Balkan War.

The Ottoman Empire would like to add for the record that any military instalations on the border with Greece and Bulgaria will be of defensive purpouse only to show our intention not to let this tragedy occur again.
