According to US News and World Report, Rosselló currently leads in the polls down in Puerto Rico (40-28 in an El Nuevo Dia poll) meaning his New Progressive Party would be once again in control of the governor's mansion after a four year hiatus. While this is not a major surprise when you realize that the PPD is in complete disarray (or at least seems like it), but what is interesting is this little tidbit:

In that situation, what does Congress do? I think it would be difficult to say no and unlike DC, there are no tricky constitutional issues to resolve. Also, Republicans may be willing to go ahead with PR statehood to try and appeal to latinos, but to do this, the PNP would almost certainly have to retake the Puerto Rico legislature where they only hold 8 seats (out of 27) in the Senate and 23 (out of 51) in the House. I have always found the status question in Puerto Rico to be absolutely fascinating and if Rosselló and the PNP win, it'll be interesting to see what Washington does if they try to press the issue.

The House will remain GOP, so they'll likely stall and require an unambiguous up/down vote where only statehood and the current system are options.

But the question is, will Congress or the PR government authorize a binding (or, hell, nonbinding) plebiscite on the matter if Rosselló pulls this stunt? I think, at the very least, they will do that...

yeah PR is basically in a worst of both worlds situation.

Hay una crisis fiscal en Puerto Rico por el estatus político de la isla, no porque no son fiscalmente responsables. Sí, hay problemas de corrupción y falta de manejo apropriado de los fondos estatales, pero los problemas fiscales surgen por razones como:

1) La Ley Jones, la cual afecta a Alaska y a Hawaii también, y limita la soberanía fiscal de la isla
2) El "brain drain" por la falta de estímulo para la clase trabajadora y/o educada de la isla, mayormente joven
3) Los incentivos de impuestos para las compañías de aquí, las cuales se llevan todos los ingresos y no invierten en la capital local. Esto representa una fuga de dinero de la circulación local, la cual afecta la capacidad de la isla para prosperar aún con todas las otras barreras mencionadas.

Si no reconoces o entiendes nada de esto, es mejor que ni hables sobre el por qué Puerto Rico no debe de ser estado. Hay más ciudadanos Americanos en la isla que en una gran cantidad de estados. Ellos merecen representación y libertad económica como todos los otros estados de la unión.

The Bush Administration tried to, but the xenophobes in his party put a stop to that.
