Underwood is the only one of these characters who is not a complete wank of the writer's fantasy President, and even he is very unbelievable at times.

How Lawrence O'Donnell got a talk show for writing "The West Wing" is beyond me.

I don't think Merkin Muffley is that. (Merkin Muffley is, of course, my answer.)

Except that Muffley is a Stevenson analogue, and Stevenson beating Ike is fantasy inherently.

And where's Garret Walker from House of Cards? Excluding him would be like forgetting Collingridge if this were about fictional British PMs.

I guess Muffley's my answer though.

He was staff director for the Senate Finance Committee, and an aide to Senator Moynihan.

Favorite: Bill Pullman in Independence Day. That speech he gave about "not going quietly into the night" was the most inspirational political speech i heard till Obama at the '04 convention.

Runners-up: Merkin Muffley, Josiah Bartlett

Worst: Kevin Spacey in House of Cards. What a scumbag.

Pullman, for sure.  Probably a 'Pub, too, given the clues. Tongue

I don't know but my favorite fictional Governor of Massachusetts is Wallace Wooley from the 1942 Veronica Lake/Fredric March vehicle I Married a Witch, who only won because his witch wife United-Russia-in-Chechnya'd the ballots with magic.
