In Gallup's polling archive, they have him always (or at least since 9/11) having had net positive favorability #s nationally:

Even when he was losing the Republican presidential nomination in January 2008, they still had him (barely) in positive territory with all voters at 45% favorable / 44% unfavorable.

Maybe something at Justice, since he seems to know a lot about trying to steal elections and disenfranchising minorities, which could be helpful for a Republican administration.
