This bill closes the loophole of having people moving during an election, ensuring we do not have an incident similar to what occurred in the Senate election.

With all 4 members that have sworn in voting Aye, and this bill being time-sensitive (we want to make sure neither side can use the practice of same-day strategic registration--an ethically dubious one at best--to shift the election in their favor), I now declare this bill to have passed the Chamber of Delegates--it now awaits the Governor's signature.
