Hillary Clinton was a political insider who was very knowledgeable in policy and had great experience. However, she was not very exciting, making it difficult for her to energize voters, and had a campaign that was plagued by a number of scandals. What is the most important for the next Democratic nominee?

I would say a combination of charisma/good character, lack of scandals, and strong policy positions would make the best candidate.

The other two aren't necessary (to win).

I'd say the opposite of political outsider in fact, an insider who knows their way around should work well after four years of Trump. Tried the political outsider, now let's let someone who knows what they are doing back in.
