In terms of effectiveness, I can't see any of them song particularly well. Maybe Gore by this metric. By my own personal preference, Dukakis.

I feel like Dukakis and Kerry would've been utterly hapless at the job. Gore and Clinton would be mired in trouble but probably a lot more effective than either Dukakis or Kerry.

I suspect the best choice for this would be Mondale - a strong operator during the Carter administration and a very solid Senator.
