A symbolic gesture, but a blow nonetheless.

Great news! This institution has no legitimacy and should cease to exist.

Considering it has never joined, it is, indeed, a symbolic gesture. All it is doing is officially notifying it is not planning to ratify ever.

And I, of course, firmly disagree. It is a most important institution, even though it has been undermined by non-participation of a bunch of rogue state, such as US, Russia and Israel.

In any case, Russia cannot stop being part of it: it has never been one.

A. As a Lawyer I could never take international law seriously especially this vague body of "norms" called international criminal law.
B. I am skeptic of international tribunals in general. Ineffective, biased toward African states, and the special tribunals (like Bosnia) are so expensive and unproductive it's shocking  some still consider them as beneficial in someway.
C. The procedural law makes it a doomed project from the start.

I am surpized how everybody here is so negative about an institution that, despite being severely undermined by the major actors on the world stage, has managed to establish itself as a reasonable and independent court.  Nobody has objected to anything in particular - but everybody seems to be so happy to say nasty things about it. This is especially sad now, that the world is moving towards new major wars, with attrocities likely to multiply all around. Why are you all so excited?

And, of course, once again, this is not a news. Unlike, say, Gambia, Russia has not left the ICC - there is no way it could, since it has never been a member. Notably, nobody here seems to have even realized that - despite me stressing it multiple times.
