Higgins seems like the more trumpist "law and order" candidate which probably helps him in this very conservative Cajun country seat

It's more so that Higgins TRUMPed him. Angelle really would've been better off running for Senate.

Plausible. Angelle clearly underperformed (was one of my biggest surprises election night), and 2 other races (LA-04 and Senate) were more or less predictable from the beginning...
