Option 2. Bush's social policies weren't as bad as they could have been, while Reagan's economics were about as bad as a Republican can get away with (though they of course would like to go farther).

Option 2 pretty easily. Economy > social issues, and a lot of social conservatism gets blocked in SCOTUS challenges anyway.
