His name alone makes him a powerful force. He is a prime recruit. I think if Cardin retires in 2018, he'll take the plunge, and that seems likely.

Why would he need to? He's been a bit of a warrior on Campaign Finance, the Enviroment, and Education. He's definitely not been a silent congressman for the past 10 years, even if he has been a bit ignored.

This. But certainly he will use his father's name for fundraising, I think.

I think he declined to run this year to wait for Cardin to retire in 2018 or 2024 so he can run for his dad's seat.

And since he's nineteen years younger than Cardin, it's not like he'll ever be too old for that, unless he has health problems or something.
