Neutral. He stood his ground on some issues, however he was too repressive and too oppressive to the Cuban people and it translated to his hatred in Florida, New York, New Jersey, and Texas. He did do some good things, raised the awareness of Nelson Mandela's imprisonment in South Africa, etc.

Agree with most of that, but the Cuban aristocracy would have hated him no matter what he did.
