To clarify the question, I am asking with regard to much the same criteria from the Nancy Pelosi poll -fund-raising, candidate recruitment, increasing the Republican margin in the House of Representatives.  I also would add his 'K-Street Project', in which he pressures lobbying firms that tend to cluster along this street in Washington, D.C. to hire Republicans only, thus transforming them into yet another arm of the GOP, solidifying its hold on power and assuring an almost endless wealth of campaign contributions to the Republican Party from Republican-dominated lobbying firms.

Through the above criteria, how well do you think he has aided the GOP cause in the House of Representatives?

When was the last time Bush had to worry about losing a vote in the House?  Its not very often, and that's why I approve of DeLay.

The 3 people who voted yes obviously don't care about scandals.
