That map leaves a fair amount on the table, too. E.g., Lake County, IN and nearby into Illinois; Memphis and some other Mississippi valley areas like Baton Rouge into Mississippi; consolidating more of the Black Belt into Georgia/Mississippi/North Carolina.

Yes and no. Only possible if you make some states discontiguous. But the changes I mentioned are all for a somewhat reasonable map (more reasonable than some parts of that map, like the Texas urban snakes or West Virginia reaching into MontCo).

I got a 538-0 map with all "contiguous" states once (I made Oahu part of Alaska). I'll post it here at some point.

Looking at Timmy's map and Fig's comment, I thought of a challenge. There are a number of criteria, and it may not be possible to meet all of them, but here goes.

1. New states must be contiguous, meaning individual counties are contiguous; AK is contiguous to any county bordering Canada; HI is contiguous to any county bordering the Pacific Ocean.
2. New states must include at least one county from the old state.
3. No old state may have counties in more than three states (two plus the county(s) in 2).
4. No state may have less population than WY in 2010 (564 K).
5. Hillary Clinton wins all the electors.

Yes. You increase the population of WV by about 40%. Redone WV last voted Republican in 1984 (per Peebs).
2004: 424k R, 327k D in WV (56.46 Bush, R+5.22); 393k D 255k R outside WV (60.64 Kerry, D+9.41) Total: 720k D 679k R (51.47 Kerry, D+2.7)
Here is how it voted in 2004, divided between original WV, and the new additions.
It even voted Democratic in 2016:
489k R 188k D in WV (72.23 Trump, R+21.12); 560k D 210k R outside WV (D+21.62) Total: 748k D 699k R (51.69 Clinton, D+0.58)

My map has basically the same electoral result as the 2016 race.  I basically make hyper polarized states, most of the red are extremely red, the blue are extremely blue.  With this map in the next decades, if the Democrats fail to appeal to rural whites, the Republicans control the senate forever, and if Republicans don't appeal to Hispanics or blacks, Democrats control the presidency forever.

I was able to get where Trump won 416 EVs while Clinton won 99, but this included some nefarious things such as removing just Lake County from Illinois and moving it to California, and making a super large "Northeastern" state, which included all counties between Maine and West Virginia, excluding New York City, Boston, and DC (moved to California), and Baltimore (moved to Ohio).

A few notes:
-Alaska has been added to California
-Southern WV and Eastern Kentucky aren't states, they are part of Virginia, but for some reason the borders were acting weird and making it look like they were states.
-Same thing with DC, it's been added to Virginia but it still looks separate.

Well, I was going to try for a complete gerrymander without hugely changing anything but at least I succeeded in making the West entirely Democratic, even Utah and Wyoming (although it took the elimination of Idaho to do so). The Midwest is also almost all Democratic, except for "North Dakota" (that red part that includes eastern ND and SD and northwestern Iowa), Kansas (which also includes most of Missouri), and a few counties of southern Indiana that were added to Kentucky.

The least populous state by far is "South Dakota", which I created by adding together a few heavily Democratic reservations, total vote for 2016: 17,853; total population 59,859. But it gets 3 electoral votes.

The worst shaped states are Montana, Ohio, Missouri, Nebraska (that area with Lincoln, Omaha, and Kansas City), and Alabama (now including parts of Louisiana, Mississippi, Florida, and South Carolina), which all look like heavily gerrymandered congressional districts. Under this new map, I'm not gonna calculate exactly but the two largest states by far would be Washington (now including parts of Montana, Idaho, North Dakota, South Dakota, Nebraska, and Iowa), and California (now including Alaska).

The easiest state to change was Wisconsin, which I did by adding just one county (Lake County, Illinois). The hardest was Montana which took a while (I ended up joining together Democratic counties in four states).

I'll try it with GOP now.
