Funny, you'd think they'd count all the votes before the state's recount request deadlines (the last of which was yesterday). Seems suspicious. Doesn't matter since the state's winner is unchanged, but still.

NY, IL, and MD all still have provisional ballots to count, just like PA.

There is nothing "suspicious" about this at all.

How was PA called if there are still 100k provisional ballots?

Not all provisionals get counted, and Hillary would need to win the ones that are counted by a pretty eye-popping margin to close all of the 64k gap.
