It would definitely be a one-term presidency, he wouldn't be much of an action president since 9/11 didn't occur. The people wanted action and would probably elect Kerry or a different Republican like McCain or even Buchanan who got the nomination.

Bush would have still won in 2004.

He still had the tax cuts, Medicare Part D, and NCLB to run-on.  The GOP would have still sold-out to Southern Evangelicals and flooded state ballots with gay marriage questions.

Yeah, the nation was still on a conservative trajectory at that time.

I'm actually more interested in the 2002 and 2004 congressional elections. 2002 would have been a normal midterm, after all
