CoMs are an unnecessary health care monopoly. We should eliminate them allowing people to open up more private clinics.

I think it's important to get rid of red tape like Certificate of Need laws--these are laws, usually in the medical field, that make it harder to expand facilities such as hospitals, and can be used to ensure monopolies. I don't see much of a reason to keep these restrictive laws on the books.

I can't just go to a final vote with only 2/5ths of the Chamber in favor. I've been operating under the (logical) understanding that I need to leave some time for either a majority to support a final vote or someone to object.

Well I have no official indication that PiT supports going to a final vote immediately. I'd presume he does, but I don't think it's proper to act on those presumptions and move to a final vote, especially when two members haven't said anything on the matter.

If I'm doing this wrong, I'd love to be instructed on the correct method.

     In my experience two supporters for a motion is typically enough for a parliamentary body, but it is also typical to allow a waiting period (no more than 24 hours) for people to object to the motion.
