The poll means they want to scale it back, not repeal it. It doesn't necessarily mean people want to keep it. They just don't want to repeal everything. Things like no pre-existing conditions and stay on parent's plan til 26 will likely stay, Trump is saying so, and big amendments will be made, though the program will be altered beyond recognition.
Why is this so hard for people? If you charge people the same rate without regards to their health risk, you have to have some mechanism to get everyone in the market.
Either the individual mandate stays, or we go back to the days where we charge more to people based on their conditions and/or deny them outright. It is literally impossible to do neither.
