Well you can't have the good provisions with the mandate. What do people not understand about this? You need the risk spread over the healthy and sick in order of it to work effectively. Otherwise, premiums are going to continue to rise and/or eventually collapse the entire system.
Of course the Ryan will just give coupons to everyone and when those run out, it won't matter which provisions they keep, no one will be able to afford to get care.
