Can the outgoing Baltimore mayor Stephanie Rawlings-Blake win statewide in a 2018 race for governor in Maryland? Can she win the Democratic gubernatorial nomination? Can she defeat Gov. Larry Hogan (R)?

Rawlings-Blake is the kind of Baltimore City politician that Baltimore county detests. Baltimore County is why O'Malley won two terms and why Hogan won in 2014.

No that's Sheila Dixon , Rawlings-Blake is the one that mismanaged the Baltimore riots
