Which of these racist societies are less bad?

You are the head of a black family from an impoverished war torn country and you need to escape as someone wants you dead or gone. Factory owners from North and South Cumberland are exploiting the war to get a hold of immigrant laborers, and signing a labor contract is the best option for you as you can both escape your current surroundings and support your family. All you have to do is choose between the two countries.

NORTH CUMBERLAND

Blacks in North Cumberland are strictly segregated. Whites won't want to talk to you here more than strictly necessary and simply going in some areas, whether all the time or after sundown, can get you in varying degrees of trouble. Other than this, whites and blacks follow the same laws in terms of what they can and can't do among their own kind. For example if the law allows whites to build a casino and a bar on their side of the city (for bars it almost always does), the police won't blink when the blacks build their own casino and their own bar. The white controlled government is seldom to actively impose restrictions on black communities that aren't imposed on whites. Of course black communities don't receive the same sort of public investment that white communities do. Toilets are dirtier, parks have more litter. Cafeterias run out of the good stuff faster. Car dealerships don't have as many good cars. White car dealerships won't sell to you. 

SOUTH CUMBERLAND

There is no segregation here. Being a black family with white neighbors isn't that rare. There are no separate and unequal toilets, cafeterias, parks etc. like up north and there are no special places that you're not allowed to go. In fact, it's not particularly unusual for whites and blacks to become friends with each other. There are neighborhood BBQs with whites and blacks and they both get the same cuts. But you better be careful, because your new white friends are keeping an eye on you, to make sure that you're a good citizen. The government's "enlightened uplifting" policy makes sure that blacks obey the laws and other written rules associated with being a good citizens, and the whites will make sure you obey the unwritten rules as well. Laws are applied unequally between whites and blacks, because the government knows that whites are already a civilized race, but blacks still need help to reach their full potential as human beings. For example the police generally lets whites circumvent alcohol prohibition during special occasions and tolerates bootleggers to a point. Black man drinks one sip of beer and he better be afraid. Black man gets political and complains about double standard, you better believe he's shut down and fast.

You guys are insane. Option 1,

While more strict and formal, desegragation is the main issue, but considering blacks are treated with respect, and can fairly develop their economy, the long term culture does not look like it needs radical realtering.

Option 2 however will become a whack a mole for anyone that tries to end racism.
