Who would run with? Someone elected in 2016 or 2018? Maybe Anthony Foxx or Julian Castro?

A Biden/Warren ticket would have been the perfect ticket for 2016. Biden's blue collar appeal combined with Warren's ability to fire up the progressive wing of the Party.

He ran an utter disaster of a campaign in 2008. This cannot be overstated. God Bless Biden, I love him. But he himself was undisciplined, and he ran a bad ship. And he hasn't had to run a campaign for 8 years - 11 if he's running in 2020.

Biden seems to pass on incumbent elections.

1976: too young
1980: incumbent Democrat
1984: incumbent Republican, up for re-election
1988: runs
1992: incumbent Republican
1996: incumbent Democrat, up for re-election
2000: open, probably decides too hard to beat Gore
2004: incumbent Republican, thinks of running, passes
2008: runs (and gets re-elected)
2012: VP
2016: open, decides too hard to beat Hillary

Democrats should pick a younger person who is more of an outsider and less gaffe prone with more charisma.

Biden is not loosing PA. Also ME 1st district voted for Clinton by 15 points. Trump not winning Nevada unless Hispanics are banned from voting plus white population is decreasing. Also Clinton was a horrible pick for the Upper Midwest and barely campaign there against the Republicans best candidate for the area. Add that together with her scandals, reduced minority/millennial turnout, incumbent effect and Trump still couldn't get a victory more 1% in MI,WI,PA. Republicans are becoming more cocky about the Midwest than Democrats are in the Southeast. Democrats kept NV,VA, and CO for 3 straight elections I like to Republicans do the same in MI,WI,PA.

This

Few Democrats of today are more charismatic than Biden; he's certainly infinitely more so than robots like Booker and Gillibrand.
