Signature and Avatar Amendment

1.  The Senate of the Republic of Atlasia hereby recognizes that a mandatory statement of a voter's registration in a person's avatar or signature is no longer necessary to aide the administrator of an election to determine the state in which a voter is registered.

2.  Upon this recognition, the Senate of Atlasia with the formal consent of the Regions shall repeal Article V, Section 2, Clause 2 of the Atlasian Constitution effective on August 18, 2005.

I'm sorry to nitpick once again, but I would note that providing a rationale for the amendment as a part of the amendment itself is not necessarily a good idea. If we look at the real life U.S. Constitution, only one amendment provides a rationale: the Second. And we all know, I am sure, the trouble that has been caused by the phrase "A well regulated militia, being necessary to the security of a free state..."

I would suggest a more simple, direct wording:

Clause 2 of Section 2, Article V of the Constitution of Atlasia is hereby repealed.

Aye.  I just wrote it that way so it isn't a one clause amendment which I hate, but it does look better with just one clause.

I would submit that it such nitpicking is called for when we discuss something of the magnitude and importance of a constitutional amendment, whose wording should be as clear and concise as possible.

With six Ayes and zero Noes, the Spade amendment has passed.

I understand that. It is necesary for such things, but I was annoyed and tired after driving arounf half the state yesterday and posted some angry reply. I am aware of the necesity of correct spelling, wording, and phrashing in any legislation or amendment.

The required seventy-two hours of debate having expired, the question is on the final passage of the Signature and Avatar Amendment.

Well if it needs my vote then I change it otherwise I'm staying with Abstain.
It might. The Constitution seems to imply that 7 votes are necessary (so effectively, an abstention would count as a vote against), and three Senators are effectively absent.
