We have 3 branches of government. But does anyone else get the impression that - on average - judges are much, much smarter than legislators?

I know there are smart legislators (Bernie Sanders) and dumb judges (Roy Moore). But on average, judges seem to be smarter, by far. Executives such as mayors, governors, and the President seem to be usually somewhere in the middle - though I'm sure Obama is actually smarter than other recent Presidents.

Are legislators actually as dumb as they appear, or are some of them just playing dumb because they think only dumb people vote?

I'm sure legislators used to be smarter than they are today.

Smart doesn't count for everything. Dred Scott v. Sandford was a very bold, creative, intellectually adventurous decision.

Sometimes. But as I've said before, the translation of "activist judges" is "any judge who rules based on the Constitution and not the Bible."
