Yeah, sure, this is a conundrum just for fun. But it has to do with politics!

Update: I'm gonna rewrite the question to make it easier for you:

The police are conducting a search for 7 congressional districts. What districts have they been hunting for?

Hint: Peter Griffin is still in custody, but he's already made up an escape plan by simply not having sex with Lois.
