I think part of it is because she's a freshman Senator known more for getting elected than anything else, and winning as a Democrat in California is not exactly a spectacular achievement, especially when the entire party establishment was behind her vs. Sanchez. At least Obama had a very notable DNC speech in 2004 that got people talking.

That being said, the JBE fetishization isn't any better.

VP picks are overrated in terms of impact on the ticket. The campaign itself is more important in the long run. That's why Clinton picking Kaine wasn't fatal; what it said about her campaign was. It's also going to be tougher for any Dem to compete among WWC in 2020 than it was for Obama, given the likely competition (unless his approval rating is low enough that it doesn't matter).
