I think that happens when he becomes officially sworn in as President IIRC.

Either way, I'd be very surprised if his twitter stayed exactly the same post-inauguration.

Obama was allowed to create the @potus Twitter though, which has tweets written solely by him. It was going to be handed over to Hillary, not sure if the same would happen with Trump.

There is also the consideration of whether handing over your Twitter account to the secret service is actual law, or if it is just a practice that is treated like law but has no actual legal backing. I don't know the answer to this. Trump has suggested that some long-standing traditions that have no actual legal basis, like the NYT always getting a front row seat at press briefings, will be gone under his rule.

It's not as if the Secret Service will seize his Twitter account, but they will require him to use a secure device and tweeting would be a huge no no. He could do it anyway, but it would open up the device to possible hackers and that of course would be dangerous to national security.

If he follows a bunch of links (which he clearly likes doing) there's a risk of that. But just tweeting should be fine.
