Taking the two lists together…yes, it’s very complete.  In fact, overly complete.  It includes some names that really aren’t even worth inclusion.

Where Wikipedia fails is in its standards of what counts as “declined to be candidates”.  It counts perfectly innocuous non-denial denials as if they were real denials.  E.g., look at the Cuomo “denial” that they link to:

“I’m running for reelection for governor of New York…..That’s the only plan I have now.”

This is not a real denial.  This is just the standard “I’m only focused on my current job” type answer that all of them give.

Because of this, Cuomo is counted by Wikipedia as having already “declined” to run in 2020.  And all of the actual prospective 2020ers get asked this question and most of them give answers like this, which puts them on the “declined” list.  Whereas people like Jack Markell, who no one actually believes is thinking about running and therefore he never gets asked, is still listed as a “speculative candidate”.  Thus the list offers Wikipedia readers a completely distorted impression of the state of play.

Here was the list for 2016 in early November 2013.

No Bernie. And no, he wasn't listed elsewhere, either. They had Trump, though.

I think the first hints of a Sanders 2016 run came in mid-November 2013:

That's why I chose early November 2013.

Kamala Harris has not declined to be a candidate. The source is an interview with the LA Times, in which she stated, that she is right now focused on being a senator.

Should note that while their Dem. list isn't really missing any names, the Republican list includes neither Amash nor McMullin, who I'd think would be among the most likely people to run if anyone is going to run against Trump.

Exactly.  Like I said upthread, their standard for counting someone as "declined" is pretty ridiculous.  Everyone who gets speculated about the most gets asked if they're going to run week after week, and usually at least one of those time it sounds like they're ruling it out by the weak standards of Wikipedia.  And thus they get put on the "declined" list, while the other list gets filled with super longshots to run who haven't "declined" because they never get asked.

That's why I added:

Declined to be candidates (so far, which means nothing at this point)

Especially with some of these soft non-denials. Hillary gave harder denials up to late 2014/ early 2015.
