The Certificates of Vote have begun to arrive.

2016 Official Certificates of Votes

The Certificates of Vote are executed by the presidential electors themselves under the terms of the US Constitution that requires them to meet, vote, and send their lists of votes received to Congress (directed to the President of the Senate, who is nowadays also Vice President of the United States).

This is unlike the Certificates of Ascertainment, which are executed by the state governor. Ascertain means to find out definitely; learn with certainty or assurance. Under Article II, Section 1 of the US Constitution, electors are appointed by each State. The Certificate of Ascertainment thus is the chief executive of a State representing who their State appointed as electors, and how they determined who the appointees were. This can then be matched up the Certificates of Vote to make sure that the electors who executed and signed the Certificate of Vote were bona fide.

Alabama 9 for Trump; 9 for Pence. The electors met at the State Capitol in Montgomery. The names of Trump and Prince were printed on the certificate, but the "9" is handwritten.

Arizona 11 for Trump; 11 for Pence. Two certificates were issued, one for President and one for Vice President. It appears that elector Alberto Gutier was getting tired of signing  his name. 6 originals of each certificate were signed. The signature on the Vice Presidential certificate is "Alberto". The electors met in "Phoenix", which is not even noted as being the capital (news reports say the meeting was at the State Capitol).

California 55 for Clinton; 55 for Kaine. Four electors were absent and had to be replaced. Their certificates of replacement were attached. Several familiar names are found among the electors: Janine Bera, Faith Garamendi, Eileen Feinstein Mariano, Ana Huerta, Christine Pelosi, Karen Waters, Susan Eggman, and Olivia Reyes-Becerra. In California, the Democratic nominees for Congress (top Democratic vote-getter under Top 2) name the elector candidates. The electors met in Sacramento, with news reports saying they met at the State Capitol. The certificates had the "55" printed. There were separate signatures for President and Vice President votes, so there were a total of 660 signatures. Both the Certificate of Ascertainment and Certificate of Votes have union bugs on each page.

Colorado 9 for Clinton and Kaine (the certificate did not actually have two separate lists as required by the Constitution). One elector was replaced because he "refused to act". The Certificate of Replacement was only signed by six of the eight remaining electors. Polly Baca and Robert Nemanich, who have sued to not have the state statute with regard to faithless electors enforced, did not sign. They sued in both federal and state courts, but failed to get an injunction. Presumably, the cases are still active. The meeting was in the Governor's Office.

Delaware 3 for Clinton; 3 for Kaine. There is no evidence of involvement of the Secretary of State in the meeting (there is no need under the Constitution, since it is the electors who sign the lists of votes cast. The meeting was in Dover, with news reports saying it was in Legislative Hall (Delaware does not have a building called the "Capitol"). The "3" were handwritten. It appears that they were matching the style of the Republican candidates who were consistently identified as Donald J. Trump and Michael R. Pence on most certificates. Delaware said their votes were for Hillary R. Clinton and Timothy M. Kaine.

District of Columbia 3 for Clinton; 3 for Kaine. The meeting took place at the John A. Wilson Building, which is the seat of the city/district government. The certificate was witnessed by both the Mayor and the Secretary of the District. The certificate notes that this was the 14th Electoral College. This may be the only certificate that notes the number, but there were other states that verbally noted that it was the 58th Meeting (New Hampshire) or 54th Meeting (Ohio).

Indiana 11 for Trump; 11 for Pence. Indiana uses a standard form for its Certificate of Vote (Form IEC-18). The electors had to print their names, and then sign. In most states, their names were pre-printed, and they just had to sign. The space for a 12th elector is blacked out. Indiana lost its 10th representative and 12th elector in the 2000 Census. Two of the electors do not appear to know how to print their name, with the printed version being almost identical to the signature. If future electors never learn how to use a pen or pencil, will the requirement of a signature on voting rolls be considered a violation of the 26th Amendment? Like in Delaware, the Certificate of Vote appears to be executed only by the electors. The electors met in the chamber of the House of Representatives.

Iowa 6 for Trump; 6 for Pence. The entire certificate was pre-printed, with the electors only adding their signature. The certificate has a State Seal, but no witnesses. Presumably the Secretary of State affixed the seal.

Louisiana 9 for Trump; 9 for Pence. There are separate certificates, one for President and one for Vice President. The electors met in Baton Rouge, with news reports saying it was in the Senate chambers.

Maine 3 for Clinton, 1 for Trump; 3 for Kaine, 1 for Pence. Sam Shapiro, 89, and one of the at-large electors missed a flight from Florida, and had to be replaced. Shapiro, who was Maine state treasurer from 1980 to 1996, lives part time in Florida. He had first served as a presidential elector in 1964 for LBJ, who was the first Democrat to carry Maine since Wilson in 1912. From an interview it appears that he was not unsympathetic to Trump, but would probably vote for Clinton out of party loyalty. Shapiro is Jewish, and said he was uncomfortable with the appointment of Steve Bannon. Shapiro's replacement was Betty Johnson who had been the losing elector candidate for ME-2. Since she replaced Shapiro, she is listed as an at-large elector. Johnson chaired the meeting of the four electors, and she declared David Bright's vote for Sanders as being out of order. He claims that this had been pre-arranged, and his stunned appearance was feigned. On a second vote, he voted for Clinton. About 100 Republican Trump supporters formed a shield to protect the lone Trump elector from a Democratic mob. The electors met in the House of Representative chamber.

Maryland 10 for Clinton; 10 for Kaine. The electors met at the State House.

Massachusetts 11 for Clinton; 11 for Kaine. The Certificate of Ascertainment had the electors in alphabetical order - almost. The Certificate of Vote managed to complete the task. The electors met at the State House.

Michigan 16 for Trump; 16 for Pence. Two electors had their name misspelled on the Certificate of Ascertainment. The State GOP submitted corrections, and the elector names were corrected on the Certificate of Vote. The electors met at the State Capitol.

Minnesota 10 for Clinton; 10 for Pence. The Certificate of Vote has the replacement elector for the faithless Muhammad Abdurrahman, but no mention of the replacement. Governor Dayton promised if there was a replacement he would submit an amended Certificate of Ascertainment. The electors met at the State Capitol.

Mississippi 6 for Trump; 6 for Pence. Charles Evers, 92, was an elector for Trump. Evers, the younger brother of Medgar Evers, had endorsed Trump last Spring. Evers replaced former state chair Bradley White, who was no longer eligible due to his recent appointment as chief of staff of Senator Thad Cochran. There is no official notice of the replacement. The electors met in Jackson. News stories said they met at the State Capitol.

Missouri 10 for Trump; 10 for Pence. One elector was absent and was replaced, though it was barely mentioned in the press. One paper said that a couple of electors said that questions about the eligibility of the elector had been raised. After a lot of searching it appears that the replaced elector is a congressional district director. The Certificate of Vote, not only lists the total of 10 votes for Trump, and 10 votes for Pence, it lists the electors who voted for each. But this list was not corrected. So it says Thomas Loyd Brown voted for Trump and Pence. On the signature line, the replacement elector, Cindy O'Laughlin crossed out Brown's name, and signed, and also corrected the address. The electors met in Jefferson (City of). News reports said it was in the Senate Lounge.

Montana 3 for Trump; 3 for Pence. One elector was absent, and one elector resigned. The replacements were noted on an amended Certificate of Ascertainment on December 19. The certificate of vote makes it appear as if the three electors had met and voted. The electors met in Helena, the state capital. News reports said it was in the Old Supreme Court Chambers.

Nebraska 5 for Trump; 5 for Pence. The Certificate of Vote only included the vote totals, and the signatures of the electors, who were not designated as at-large or by congressional district. The Certificate of Ascertainment had summoned the electors to the State Capitol. News reports indicated the meeting was in the rotunda. Photographs show the 5 electors seated around a small semi-circular table, with Governor Ricketts in the middle. He did push his chair back when the electors were taking the oath of office. The electors are shown lining up to put their ballots into a ballot box. Nebraska has adopted the NCSL model faithless elector law. It is unclear whether they deposit signed ballots, which are then examined for faithfulness; or the ballots are examined before they vote.

New Jersey 14 for Clinton; 14 for Kaine. Besides the fact that HILLARY  RODHAM CLINTON got 14 votes; the certificate noted "that in such ballots HILLARY RODHAM CLINTON was the only person voted for as PRESIDENT OF THE UNITED STATES, and that the whole fourteen votes were given for the said HILLARY RODHAM CLINTON as President." It is not clear whether Donald J. Trump did not receive any electoral votes or whether he had received none. The meeting was at the State House.

North Carolina 15 for Trump; 15 for Pence. The electors are designated by congressional district (plus two at-large). The electors met at Raleigh. One glib reporter said it was at a "voting site", but others reports said it was at the State Capitol. One report said there had been a rehearsal on Sunday. They interviewed several of the electors who showed the buckets of mail they had received. One had received a priority mail from Toronto with CDN$22 in postage.

North Dakota 3 for Trump; 3 for Pence. The electors met at Bismarck. The meeting was in the governor's office and presided over by Governor Doug Burgum who took office on December 15. The governor, secretary of state, and the three electors sat around one end of the conference table. The electors voted by secret ballot, which were counted by the secretary of state, and announced by the governor. Then-Governor Jack Dalrymple had executed the Certificate of Ascertainment on November 29.

Ohio 18 for Trump; 18 for Pence. The electors met at the Statehouse. The certificate does not make note that an elector was replaced. The Certificate of Vote was signed in the same order presented in the Certificate of Ascertainment, except where Christina Hagan was replaced by Robert Scott. Hagan resigned after a lawsuit was filed Monday morning challenging her eligibility since she is a state representative (the lawsuit was filed by a Democrat that Hagan had defeated in 2014).

Oklahoma 7 for Trump; 7 for Pence. There is no indication on the certificate where the meeting took place. News reports say that it was at the Capitol in the Governor's Blue Room. Governor Fallin did witness the signing and had the state seal affixed in Oklahoma City.

Rhode Island and Providence Plantations 4 for Clinton; 4 for Kaine. The introductory paragraph runs 202 words. In the past Rhode Island has included its entire state canvass. One can only imagine what they will do when they lose an electoral vote. The president of the meeting was Herbert Claiborne Pell who is Michelle Kwan's husband. The meeting was at the State House.

South Carolina 9 for Trump; 9 for Pence. The Certificate of Vote listed each elector by district, while the Certificate of Ascertainment had run them altogether. I just noticed that the Republican electors were last on the Certificate of Ascertainment. The parties are almost in alphabetical order, and would be completely if Independence began with an "E". The Certificate of Vote included two Alternate signature lines. Perhaps if one of the elected electors did not show up, they could simply indicate the vacancy, and have the replacement sign on the Alternate line. The electors met at the State Capitol.

Tennessee 11 for Trump; 11 for Pence. The certificate is red, white, and blue, and the electors signed with blue ink. The electors met at the State Capitol.

Texas 36 for Trump, 1 for Ron Paul, 1 for John Kasich; 37 for Pence, 1 for Carly Fiorina. The electors met at the State Capitol in the senate chamber. They must have brought in extra desks (Texas has 31 senators). Four electors were replaced. One was to replace Art Sisneros who had earlier written that he could not vote Trump and was resigning. There is no procedure for resignation, other than not showing up. Two electors were absent, and the certificate of replacement said that they were also ineligible. One appears to be a staffer in a congressional district office. I couldn't figure out why the other was ineligible.

The final absent elector was replaced by his wife. He is a Galveston County commissioner. Perhaps he was absent out of excessive caution, but there is nothing that indicates he was ineligible. I found an interview before the election in which he discussed the harassment he had received in 2000 when he had also served as elector. He had even been called at his hotel the night before and the morning of the electors meeting. He said that he might play along if someone tried to bribe him, but he had no faith in the FBI under Loretta Lynch doing anything.

Virginia 13 for Clinton; 13 for Pence. The certificate claims that the are twodistinct (sic) lists, but it appears that there are two distinct lists. The electors met at the Capitol.

Washington 8 for Clinton, 3 for Colin Powell, 1 for Faith Spotted Eagle; 8 for Kaine, 1 for Elizabeth Warren, 1 for Susan Collins, 1 for Maria Cantwell, 1 for Winona LaDuke. The signatures are quite distinctive, and those with the most eccentric signatures tended to not vote for Clinton: Chiafalo (Powell/Warren), John: Powell/Collins, Guerra: Powell/Cantwell, and Satiacum: Spotted Eagle/LaDuke. Julie Johnson predictably voted for Clinton and Kaine. $1000 fines were levied against the four electors who did not for Clinton and Kaine. The electors met at the State Capitol.

West Virginia 5 for Trump; 5 for Pence. The certificate of vote notes that the electors had been ratified at the state convention on August 30, 2016. The electors met at the State Capitol.

Alaska 3 for Trump; 3 for Pence. In 2000 and 2004, the electors had met in Anchorage. This year, the electors met in Juneau, at the Father Andrew P. Kashevaroff State Library, Archives and Museum, which opened this past summer. In the past, there has been resistance to any improvements to the capitol in Juneau out of concern that it would prevent a move to Mat-Su. A museum apparently is an exception. The SLAM is about 3/10 of a mile from the Capitol and closer to the ship terminal. Father Kashevaroff was a Russian Orthodox priest who was an important figure in the transition from Russian to American influence. He was born in 1863, to a family of priests who had been in Alaska since 1820. Knowing Russian and Aleut, he learned English in San Francisco. Later, he married a Tlingit woman. The church hierarchy did not approve the marriage, so it was sanctioned by an (American) civil ceremony. The church believing he had become too Americanized sent him to a remote parish. Eventually he was able to return to Sitka, and then Juneau which had become the territorial capital. After the Bolshevik Revolution, his salary which had been paid by the Russian government was cut off. He need money to support his family, and he became active in collecting artifacts for the museum that now bears his name.

The electors who are apparently given the honorific of "The Honorable" based on their office, signed the certificate with individual pens. Perhaps the instruction said to bring a pen. The variation gives a sense of authenticity that some others, particularly those signed with blue gelpoints, lack.

Connecticut 7 for Clinton; 7 for Kaine. The signature lines had no pre-printed names, and the electors did not print the names. I couldn't match the signatures to the electors, until I discovered on the Secretary of State web site that one had been replaced. I think I identified the final two by elimination. The meeting at the Capitol was quite ceremonial, with ballots placed in a ballot box built from wood salvaged from the Charter Oak. The Charter Oak, which blew down in a windstorm in 1856, is depicted on the Connecticut state quarter. In 1687, the oak had been used to hide the royal charter of Connecticut from John Andros, governor of the putative Dominion of New England. James II influenced by divers evil counsellors had attempted to combine eight colonies in a single entity under more direct control. After the Glorious Revolution, royal charter was restored.

Georgia 16 for Trump; 16 for Pence. Elector Baoky Vu had last August indicated his unwillingness to vote Trump and had resigned. Georgia does not have a withdrawal provision for elector candidates, so Vu was elected in November. He did not appear at the meeting on December 19. The electors declared a vacancy and chose a replacement. They then sent a notice to Governor Deal, asking him to notify the replacement, John Padgett, that he had been elected. Both the notice from the presiding officer of the electors to the governor, and the notice from the governor to Padgett, were hand delivered. John Padgett is chair of the Georgia GOP, and his wife was an elected elector. It is not uncommon for minor parties to nominate married couples as elector nominees, but this might be the only case of husband and wife actually serving as electors together.

Hawaii 3 for Clinton, 1 for Bernie Sanders; 3 for Kaine, 1 for Elizabeth Warren. The list of candidates is quite odd. It appears that the names of the Clinton, Sanders, and Kaine had been printed on address labels, which were then pasted to the document which appears to be printed on parchment paper, and the number of votes received written in. The name of Elizabeth Warren of Massachusetts is handwritten. Quite interesting. The electors met at the Capitol.

Idaho 4 for Trump; 4 for Pence. Two electors, both staffers to US Senators were replaced. The Secretary of State had reviewed their qualifications and informed the party, noting that is was not clear whether they were disqualified or not, and suggested that they might be able to to challenge a disqualification on 1st Amendment grounds. The electors met in Boise. News reports said the meeting was in the governor's office.

Illinois 20 for Clinton; 20 for Kaine. No names were printed for the electors, but the signatures were particularly legible. There were two replacements. Chicago Alderperson Carrie Austin was replaced by Patrick Daley Thompson, grandson of Richard J. Daley (The Mayor); and John R. Daley, also a grandson of Richard J. Daley was replaced by William A. Brandt, Hillblazer bundler and former Lincoln Bedroom guest. Oddly, the two Daley cousins were not swapped out for each other. The certificate of vote had a transcript of the meeting. The certificate itself included only the signatures of the electors and was notarized by an ordinary notary, even though Secretary of State Jesse White was the temporary presiding officer. The meeting was at the Capitol, reportedly in the House of Representatives chambers.

Kansas 6 for Trump; 6 for Pence. The electors met in Topeka, reportedly in the senate chamber. There is no indication of involvement of anyone other than the electors.

Kentucky (8 for Trump); (8 for Pence). The certificate does not comply with the 12th Amendment: "they shall make distinct lists of all persons voted for as President, and of all persons voted for as Vice-President, and of the number of votes for each". There are no 8's on the certificate. Instead, the vote of each individual elector is recorded, which the elector confirmed with an X or a check-mark and their signature. I tabulated that Trump and Pence each received eight votes. Kentucky has done it this way since at least 2000. The electors met at the Supreme Court courtroom at the State Capitol.

From an interview it appears that he was not unsympathetic to Trump, but would probably vote for Clinton out of party loyalty. Shapiro is Jewish, and said he was uncomfortable with the appointment of Steve Bannon. Shapiro's replacement was Betty Johnson who had been the losing elector candidate for ME-2. Since she replaced Shapiro, she is listed as an at-large elector. Johnson chaired the meeting of the four electors, and she declared David Bright's vote for Sanders as being out of order. He claims that this had been pre-arranged, and his stunned appearance was feigned. On a second vote, he voted for Clinton. About 100 Republican Trump supporters formed a shield to protect the lone Trump elector from a Democratic mob. The electors met in the House of Representative chamber.

Maryland 10 for Clinton; 10 for Kaine. The electors met at the State House.

Massachusetts 11 for Clinton; 11 for Kaine. The Certificate of Ascertainment had the electors in alphabetical order - almost. The Certificate of Vote managed to complete the task. The electors met at the State House.

Michigan 16 for Trump; 16 for Pence. Two electors had their name misspelled on the Certificate of Ascertainment. The State GOP submitted corrections, and the elector names were corrected on the Certificate of Vote. The electors met at the State Capitol.

Minnesota 10 for Clinton; 10 for Pence. The Certificate of Vote has the replacement elector for the faithless Muhammad Abdurrahman, but no mention of the replacement. Governor Dayton promised if there was a replacement he would submit an amended Certificate of Ascertainment. The electors met at the State Capitol.

Mississippi 6 for Trump; 6 for Pence. Charles Evers, 92, was an elector for Trump. Evers, the younger brother of Medgar Evers, had endorsed Trump last Spring. Evers replaced former state chair Bradley White, who was no longer eligible due to his recent appointment as chief of staff of Senator Thad Cochran. There is no official notice of the replacement. The electors met in Jackson. News stories said they met at the State Capitol.

Missouri 10 for Trump; 10 for Pence. One elector was absent and was replaced, though it was barely mentioned in the press. One paper said that a couple of electors said that questions about the eligibility of the elector had been raised. After a lot of searching it appears that the replaced elector is a congressional district director. The Certificate of Vote, not only lists the total of 10 votes for Trump, and 10 votes for Pence, it lists the electors who voted for each. But this list was not corrected. So it says Thomas Loyd Brown voted for Trump and Pence. On the signature line, the replacement elector, Cindy O'Laughlin crossed out Brown's name, and signed, and also corrected the address. The electors met in Jefferson (City of). News reports said it was in the Senate Lounge.

Montana 3 for Trump; 3 for Pence. One elector was absent, and one elector resigned. The replacements were noted on an amended Certificate of Ascertainment on December 19. The certificate of vote makes it appear as if the three electors had met and voted. The electors met in Helena, the state capital. News reports said it was in the Old Supreme Court Chambers.

Nebraska 5 for Trump; 5 for Pence. The Certificate of Vote only included the vote totals, and the signatures of the electors, who were not designated as at-large or by congressional district. The Certificate of Ascertainment had summoned the electors to the State Capitol. News reports indicated the meeting was in the rotunda. Photographs show the 5 electors seated around a small semi-circular table, with Governor Ricketts in the middle. He did push his chair back when the electors were taking the oath of office. The electors are shown lining up to put their ballots into a ballot box. Nebraska has adopted the NCSL model faithless elector law. It is unclear whether they deposit signed ballots, which are then examined for faithfulness; or the ballots are examined before they vote.

Nevada 6 for Clinton 6 for Kaine. The certificate has two lists of votes received, but does not explicitly indicate which is for which office. The certificate does say that they voted first for President and then for Vice-President, so one might infer that the first list is for President, but the distinction is not clearly made. The electors met in Carson City. According to a press release by the Secretary of State, the electors were to meet in the Old Assembly Chambers of the State Capitol.

New Hampshire 4 for Clinton; 4 for Kaine. Some certificates provide the state of each person that receives votes, perhaps to affirm that at least one is from some other state, but New Hampshire also adds the home town. Since Chappaqua is not a political subdivision, but rather a CDP and a Post Office, should the certificate have indicated that? Also the limits of the CDP were drastically changed between 2000 and 2010, with a reduction in population from 9400 to 1400. Were the Clinton's red-lined, or was the old definition not exclusive enough? Incidentally, Clinton is not the first presidential candidate from Chappaqua. Horace Greeley built his house there. The electors met at the State House.

New Jersey 14 for Clinton; 14 for Kaine. Besides the fact that HILLARY  RODHAM CLINTON got 14 votes; the certificate noted "that in such ballots HILLARY RODHAM CLINTON was the only person voted for as PRESIDENT OF THE UNITED STATES, and that the whole fourteen votes were given for the said HILLARY RODHAM CLINTON as President." It is not clear whether Donald J. Trump did not receive any electoral votes or whether he had received none. The meeting was at the State House.

New Mexico 5 for Clinton; 5 for Kaine. The electors met at the Office of Secretary State, which is not in the State Capitol proper, but the State Capitol Annex North, which is connected by a enclosed walkway. Anticipating that the walkway might be intended to protect from the hot summer sound, I took a look at Google street view, which had a January picture showing snow/ice in the gutters and other shaded areas (Santa Fe is at 7200 feet, so this is not peculiar). The Certificate of Vote was attested to by the new Secretary of State, Maggie Toulouse Oliver, who was elected in a special election in November to complete the term of Dianna Duran, who resigned in 2015 at the time of her conviction for embezzling campaign funds. The 2016 Certificate of Ascertainment had been attested to by Brad Winter, who had been appointed by the governor after Duran's resignation. In a press release, Toulouse Oliver noted that faithless voting in New Mexico was a 4th Degree felony.

New York 29 for Clinton; 29 for Kaine. Four of the electors were replaced. I could find a reason for only one, who was a staffer for a US Representative. One of those absent was Eric Schneiderman, the Attorney General. But New York had a ton of elected officials serving as electors, including the governor, lieutenant governor, and comptroller. Perhaps there was a potential for a conflict of interest, if New York were sued. It may have also been an attempt to make the electors look like more ordinary folk. The ceremony was completely orchestrated. The presiding officer would be reading the script, and call on an elector to make a motion without looking up. With enough motions, practically everyone could participate. When the roll was called, there was no pause to determine if an elector was not present or just wasn't heard or wasn't paying attention. Governor Cuomo was elected president of the college. Voting was by paper ballot, with two ballot boxes. After voting, the electors went and signed 5 Certificate of Votes for each office. The tellers then opened the ballot box and apparently counted the votes, as electors continued to sign the certificates with the results. While the tellers were counting the votes, a couple of confused electors walked up. After a little bit of discussion, the tellers closed the ballot boxes, and the last two electors voted. If the tellers opened the ballot boxes, it was not on camera. Finally, the tellers were directed to report the tallies to secretaries (two electors). The tellers would speak to the secretaries, and then the secretaries would read the results from the script. After the results were announced, the electors agreed to donate their compensation to an organization that advocates for "the brave men, women, and children who wish to make the United States their home." The electors met in the State Capitol (in the Senate Chambers).

North Carolina 15 for Trump; 15 for Pence. The electors are designated by congressional district (plus two at-large). The electors met at Raleigh. One glib reporter said it was at a "voting site", but others reports said it was at the State Capitol. One report said there had been a rehearsal on Sunday. They interviewed several of the electors who showed the buckets of mail they had received. One had received a priority mail from Toronto with CDN$22 in postage.

North Dakota 3 for Trump; 3 for Pence. The electors met at Bismarck. The meeting was in the governor's office and presided over by Governor Doug Burgum who took office on December 15. The governor, secretary of state, and the three electors sat around one end of the conference table. The electors voted by secret ballot, which were counted by the secretary of state, and announced by the governor. Then-Governor Jack Dalrymple had executed the Certificate of Ascertainment on November 29.

Ohio 18 for Trump; 18 for Pence. The electors met at the Statehouse. The certificate does not make note that an elector was replaced. The Certificate of Vote was signed in the same order presented in the Certificate of Ascertainment, except where Christina Hagan was replaced by Robert Scott. Hagan resigned after a lawsuit was filed Monday morning challenging her eligibility since she is a state representative (the lawsuit was filed by a Democrat that Hagan had defeated in 2014).

Oklahoma 7 for Trump; 7 for Pence. There is no indication on the certificate where the meeting took place. News reports say that it was at the Capitol in the Governor's Blue Room. Governor Fallin did witness the signing and had the state seal affixed in Oklahoma City.

Oregon 7 for Clinton; 7 for Kaine. The electors met at the State Capitol.

Pennsylvania 20 for Trump; 20 for Pence. The electors met in Harrisburg, with news reports indicating that it took place in the House chamber at the Capitol.

Rhode Island and Providence Plantations 4 for Clinton; 4 for Kaine. The introductory paragraph runs 202 words. In the past Rhode Island has included its entire state canvass. One can only imagine what they will do when they lose an electoral vote. The president of the meeting was Herbert Claiborne Pell who is Michelle Kwan's husband. The meeting was at the State House.

South Carolina 9 for Trump; 9 for Pence. The Certificate of Vote listed each elector by district, while the Certificate of Ascertainment had run them altogether. I just noticed that the Republican electors were last on the Certificate of Ascertainment. The parties are almost in alphabetical order, and would be completely if Independence began with an "E". The Certificate of Vote included two Alternate signature lines. Perhaps if one of the elected electors did not show up, they could simply indicate the vacancy, and have the replacement sign on the Alternate line. The electors met at the State Capitol.

South Dakota 3 for Trump; 3 for Pence. The three elected electors in South Dakota were the governor, lieutenant governor, and attorney general. The Lieutenant Governor, Matt Michels, was unable to attend due to a "scheduling conflict", and was replaced by the chairwoman of the South Dakota Republican Party. The electors met at the Capitol.

Tennessee 11 for Trump; 11 for Pence. The certificate is red, white, and blue, and the electors signed with blue ink. The electors met at the State Capitol.

Texas 36 for Trump, 1 for Ron Paul, 1 for John Kasich; 37 for Pence, 1 for Carly Fiorina. The electors met at the State Capitol in the senate chamber. They must have brought in extra desks (Texas has 31 senators). Four electors were replaced. One was to replace Art Sisneros who had earlier written that he could not vote Trump and was resigning. There is no procedure for resignation, other than not showing up. Two electors were absent, and the certificate of replacement said that they were also ineligible. One appears to be a staffer in a congressional district office. I couldn't figure out why the other was ineligible.

The final absent elector was replaced by his wife. He is a Galveston County commissioner. Perhaps he was absent out of excessive caution, but there is nothing that indicates he was ineligible. I found an interview before the election in which he discussed the harassment he had received in 2000 when he had also served as elector. He had even been called at his hotel the night before and the morning of the electors meeting. He said that he might play along if someone tried to bribe him, but he had no faith in the FBI under Loretta Lynch doing anything.

Utah 6 for Trump; 6 for Pence. The electors met at the State Capitol.

Vermont 3 for Clinton; 3 for Kaine. One of the three electors was Governor Shumlin, who was one of three electors who are governors. The other two are Andrew Cuomo (NY) and Dennis Daugaard (SD). The meeting was in Montpelier. A press release from the Secretary of State said the meeting would be held in Room 11 at the State House.

Virginia 13 for Clinton; 13 for Pence. The certificate claims that the are twodistinct (sic) lists, but it appears that there are two distinct lists. The electors met at the Capitol.

Washington 8 for Clinton, 3 for Colin Powell, 1 for Faith Spotted Eagle; 8 for Kaine, 1 for Elizabeth Warren, 1 for Susan Collins, 1 for Maria Cantwell, 1 for Winona LaDuke. The signatures are quite distinctive, and those with the most eccentric signatures tended to not vote for Clinton: Chiafalo (Powell/Warren), John: Powell/Collins, Guerra: Powell/Cantwell, and Satiacum: Spotted Eagle/LaDuke. Julie Johnson predictably voted for Clinton and Kaine. $1000 fines were levied against the four electors who did not for Clinton and Kaine. The electors met at the State Capitol.

West Virginia 5 for Trump; 5 for Pence. The certificate of vote notes that the electors had been ratified at the state convention on August 30, 2016. The electors met at the State Capitol.

Wisconsin 10 for Trump; 10 for Pence. One of the electors was replaced due to being a staffer for a congressman. The actual Certificate of Vote said that all the elected electors "answered present and were present in person." The Certificate of Filling Vacancy said "upon the call of the roll, a vacancy became known due to the absence of Elector Jim Miller." The electors who were present and answered the roll then elected the replacement, who also answered the call of the roll. The meeting was at the State Capitol.

Wyoming 3 for Trump; 3 for Pence. The meeting was held in the Secretary of State's office. The State Capitol is undergoing renovation, and all offices are relocated elsewhere. The Secretary of State's office is located in bank building a block or so away. The legislature meets in an office building about three miles away. State law specifies that the electors meet in the Secretary of State's office, with the governor presiding. So the governor also had to come over to the temporary office.

Ron Paul is the oldest person to receive an electoral vote at age 81y3m. The prior record holder was Henry G. Davis who was 81y0m, when he was the Democratic vice-presidential candidate in 1904.

Where Electors Met

All meetings of the electoral college were in the capital city (that of Missouri was in the city of Jefferson). The last meeting outside of a capital was the 2004 meeting of the Alaska electors in Anchorage.

Six meetings were not in the building that is the primary seat of government (Capitol or State House, etc.), though all but Wyoming could be considered part of the capital campus.

Alaska: the electors met in the Father Andrew P. Kashevaroff State Library, Archives and Museum, which was opened this past summer. It is about three tenths of a mile from the Capitol.

Minnesota: the electors met in the Minnesota Senate Building.

New Jersey: the electors met in the State House Annex.

New Mexico: the electors met in the Secretary of State's Office, in a capitol annex, connected by an enclosed walkway. New Mexico is noted as being the only circular capitol building in the United States. If the annex were part of the capitol, then the capitol would not be circular.

South Carolina: the electors met in the Solomon Blatt Building.

Wyoming: the Capitol is undergoing renovation, and all offices and the legislature have moved to other buildings. The Secretary of State's office, where the electors met, is temporarily located in a bank building (visitors to the SOS office are urged to not traipse through the bank lobby).

I kept skipping from the elections where I had to check whether they were still alive to the more current elections.

I did see a black and white picture with Hillary Clinton and Bill Clinton looking down at a baby, which had a caption about an abuela. I thought it was a campaign photo op that showed Hillary cooing over a Hispanic grandmother's nieto. I had thought Bill was a particularly homely-looking grandmother. Only later when I saw a color version did I realize that it was Bill, Hillary, and Chelsea's baby.
