It makes sense since it is unlikely to be beneficial there, but this should hardly be a standard position for all scenarios. That's positively laughable.

This. It must have been awkward for Oakland when they were all set to talk about their new taxpayer funded stadium deal, and then had to talk about 36 people who died because unsafe warehouses are the only affordable housing anywhere in the entire bay area instead.
