Historically, the Netherlands. Unfortunately, they are no longer a strong nation and the people have also largely become weak which is part of the reason why I respect Geert Wilders so much.

As a nation, today, Switzerland is by far the best of the three.

They have similar amount of land area.  They're all prosperous and peaceful and clean.  They all have Protestant roots, and good chocolate, and they border Germany.  At least two of them are known to make good use of wind energy.

The Netherlands and Switzerland also both have a history of consociational democracy, both have a historical Protestant v Catholic cleavage, and both have a majority language that is effectively a form of German, and very strong Liberal (in the European sense) traditions. So there is more there than initially meets the eye.

Can confirm; Dutch chocolate is awful

I mean, when I think of a Benelux country with good chocolate, the Netherlands isn't exactly the one that comes to mind!
