I didn't ask if they were the most socially conservative states, just if they were more socially conservative than the US average.

That's a pretty dubious description of Michigan considering the UP is ~5% of the state's population and even that isn't Upper Midwestern progressive in the sense that western WI and MN are. Rural Michigan is more blue collar industrial poor than anything else.

As for the question, I'd say they're both pretty close to average. In the long run I think MI will be more socially conservative while PA will be more socially liberal due to the Philly area.
